"Country Support Programme (CSP) for Focal Points to Begin Implementation in 2006
The GEF Dialogue Initiative is pleased to annouce that the
November GEF Council has approved a new comprehensive capacity buidling
programme in support of the GEF coutry focal points called the Country
Support Program (CSP) for Focal Points. The corporate program will
be implemented by UNDP and UNEP working in close collaboration with
the GEF Secretariat on behalf of the GEF Implementing and Executing
Agencies between 2006-2009.
The primary purpose of the CSP is to respond to the requests and needs of GEF recipient countries for tools to assist them to respond to their obligations as GEF recipient countries as well as obligations contained within the biodiversity, climate change, desertification and POPs global conventions.
The program represents an evolving approach to coordinate ongoing country support activities within the GEF. The project implements a comprehensive strategy to strengthen capacity for country level GEF coordination and support, with linkages to ongoing GEF country support activities including, but not limited to, the GEF National Dialogue Initiative, the proposed country capacity building programs for least-developed countries (LDCs) and Small Island Developing States (SIDS), and the land degradation Country Program Partnerships (CPP).
The CSP is an overall capacity building project which will focus on providing support to GEF focal points for activities related to training, outreach and information sharing, and strengthening country-level coordination to promote genuine country ownership of GEF-financed activities and facilitating active involvement of recipient countries and interested government and civil society stakeholders.
The comprehensive and integrated approach to building the capacity
of GEF focal points is comprised of three components, the combined
outputs of which will build the capacity of focal points to better
design, implement, cooordinate and monitor GEF projects. Specifically,
the project will provide for national GEF focal points in response
to their needs:
(1) direct funding to support activities within
the areas mentioned above, (2) the development of a GEF country
and constituency knowledge management framework, and (3) the delivery
of targeted capacity building activities through sub-regional focal
point information exchange and training workshops.
The CSP, working in tandem with the ongoing GEF Dialogue Initiative, will be guided by an Inter-agency Advisory Committee - GEF Secretariat, UNDP, UNEP and the World Bank - with strategic guidance provided by the GEF Secretariat, and in close cooperation with the national GEF focal points.
