These offers are evaluated by the GEF National Dialogue inter-agency advisory committee using criteria that may include: Convention ratification, cost effectiveness, significance of concerns in one or more focal areas or in GEF coordination issues, submission of biological diversity national reports, climate change national communications, national action plans under the UNCCD, POPs national implementation plans and regional balance.
